In a game of very few chances, Russia's Alexander Kokorin headed over just before half-time and Kevin Mirallas struck a post with a free-kick with seven minutes remaining for Belgium.
But two minutes before the end, Eden Hazard's cross was converted by substitute Divock Origi to ensure Marc Wilmots' side progress to the knockout phase.
